What government announced
On 7 September, the government announced a review of its local government reorganisation programme and withdrew decisions for four other areas. Its published update explicitly says the review does not affect the decision already taken for Surrey.
What this means locally
Surrey’s councils reaffirmed on 8 September that preparations remain on track for East Surrey and West Surrey to take over on 1 April 2027. The announcement gives residents a reason to keep following the transition timetable despite national headlines about a pause.
The financial questions remain
Our assessment: confirmation of a start date answers a question about timing. It does not show that the new authority can balance its budget or establish the value of assets and liabilities it will inherit. Those questions still need published financial decisions and supporting figures.
