Asset transfers: the next question for West Surrey’s finances
Transfer proposals need to be followed through to a clear account of what the new council will inherit.

What the meeting covered
On 15 September, the shadow executive considered legal transfer proposals covering assets, contracts and financial obligations. Shared-service arrangements between East and West Surrey are also part of this work.
Why the figures still need care
Our assessment: an agreement about where an obligation goes needs to be read alongside its value and reporting date. A transfer announcement alone cannot tell residents the new authority’s net financial position.
The useful next evidence would be the agreed allocation schedules and a reconciliation showing repayments, disposals and new borrowing. This site will keep historical debt figures separate from an opening balance until that evidence is available.
Repayment is a separate development
The minister’s 8 September answer confirms government payments towards Woking’s PWLB loans on 1 and 3 September, but does not disclose amounts. Those payments should not be turned into an estimated remaining balance without further evidence.
