Council Tax Support: work begins on a common West Surrey scheme

What councillors agreed

On 21 July, the shadow executive agreed in principle to align Council Tax Support schemes across West Surrey from April 2027. It supported a funding bid, identifying £120,000 as West Surrey’s share of modelling and implementation costs, and requested a further report in September.

The minutes record differences between the six existing schemes. The work is intended to compare options for a common approach; the July decision is not a final schedule of awards.

Why this matters to households

Council Tax Support reduces bills for low-income households. The council’s report identifies fairness, affordability and financial sustainability as considerations in the design of a future scheme.

What to follow next

Our assessment: residents need the proposed eligibility rules, examples of how different households would be affected and the final decision. Until those are available, a headline about harmonisation cannot tell anyone whether their own support will rise or fall. The modelling budget should also be kept separate from the cost of providing support itself.
