What was proposed
Staines Online reported a proposal to replace the constitution subcommittee with a working group meeting privately. Its account says the group would have an action log rather than published minutes, and papers would go to members without publication.
The reported rationale was easier remote attendance and continuity of membership. Recommendations would still go through public committees, and final adoption of the constitution would remain public.
Why it warrants scrutiny
Our assessment: access to the drafting process helps residents understand which alternatives were discussed and why rules changed. Public approval of a final document does not provide the same view of those discussions.
The questions to follow are whether the proposal was adopted, what records would remain available, and how residents could comment before recommendations reached the public committees. This article records a transparency concern; it does not establish misconduct.
